New York City livery cab drivers received an unprecedented number of tickets last year for alleged illegal street hails.
The tickets were issued by the Taxi and Limousine Commission at a time when the city was pushing to expand legal street hail service outside Manhattan.
The Wall Street Journal reports the TLC wrote 13,006 tickets — double the number in 2011 and more than nine times the amount in 2010
