Around 9:30 a.m., a man called 911 to report hearing children's voices from a shed behind his house in Southeast Portland.
The shed was on the property of a vacant residence, police said in a statement.Officers said there were homeless people "on the premises" who told them the children were abandoned there the night before by a woman they believed to be their mother.
